The Inter-university Council have pointed out that
long delay in making any announcement following their
mission may be misunderstood and have urged desirability
of making public announcement of C.D. & . grant.
2. It is difficult to make any progress here with
further questions of Endowment Fund until reply to para-
graph 6 of my savingram under reference reaches me, and
in some ways it would have been preferable to deal with
Council's recommendations as a whole.

If however, as seems possible, you may not be in
position to reply fully for some time yet please tele-
